In the information meeting organized in cooperation with ARUS and the Mevlana Development Agency, with the participation of the Western Black Sea Development Agency, Bursa Eskişehir Bilecik Development Agency, Eastern Marmara Development Agency and Central Anatolia Development Agency, information was provided on the 2026 second phase of the Local Development Initiative Incentive Program, which was first introduced by the Ministry of Industry and Technology of the Republic of Türkiye in 2025.
The program adopts a development model based on the local potential of each province. Within the scope of rail systems, information was provided on the incentives offered to the sector in the provinces of Konya, Bursa, Eskişehir, Karabük, Kocaeli, Çorum and Sivas. The products identified within the scope of the call for applications and their specifications were also presented.
The investment areas supported in the respective provinces include:
Eskişehir: Production, testing and certification of railway vehicle components for rail transportation, including composite bodies, traction motors, automatic doors and systems, chassis and bogie structural components, and mechanical subsystems.
Bursa: High-value-added products made from rubber, bellows for rail systems and buses, shock and impact absorption systems, seismic isolators, landing gear components for aircraft, and vibration isolation systems.
Karabük: Production of value-added products based on long steel products, including wheels for urban rail system vehicles, high-speed train wheels, train axles and wheelsets, high-performance fasteners, and bolts and nuts with special geometries and strength characteristics.
Kocaeli: Buffers and shock absorbers, elastomer suspension and spring systems, elastomer pads for beneath rails and sleepers, vibration and noise isolators, rubber connection components, sealing components and bellows.
Sivas: Production of mechanical and electrical fasteners for the aviation, rail systems and automotive industries.
Çorum: Railway and tramway cars, freight wagon bogies and connection equipment.
Konya: Investments in pantographs, braking systems, traction motors and bogies, among others.
Incentives to Be Provided by the Ministry
Financial Support: Cash support of 15% of the investment amount, up to TRY 301 million, or
Interest/Profit Share Support: 20% of the investment amount, up to TRY 301 million.
Tax Reduction: 50% investment contribution rate and 60% tax reduction rate.

Employer's Social Security Premium Support: Up to 8 years for investments in Konya.
