It was established in 1993 by OSTİM Cooperative.

Within the framework of Regional and Sectoral Development Goals;

• To organize training and practical training programs to cultivate qualified personnel needed by businesses, to establish, acquire, and operate educational institutions at all levels such as middle schools, high schools, colleges, advanced technology institutes, faculties, universities, and auxiliary organizations for this purpose, to cooperate with universities and domestic and foreign organizations that organize educational programs, to support them financially and morally, and primarily to provide scholarships to individuals determined by the donors listed in the attached list, within the framework of the foundation's scholarship regulations,
• To establish innovative and technology-based, competitive businesses, to develop and support existing ones,
• To participate in cooperation networks and organize conferences, seminars, fairs, and meetings; to engage in all kinds of printing and publishing activities and to support all kinds of activities for this purpose, and
• To develop projects and activities that will ensure economic, social, and cultural cooperation and unity among the members of the foundation. It continues its work in this direction.
